Same here at UK! You have to be a Business Official (BO) in eRA Commons to have access and submit. I screenshot the questions in the system (eligibility, salary, length at institution), send that to the applicant and their Chair, ask
them to provide and confirm the information, put that in our file, and submit. I don’t have anything to do with the actual application the applicant fills out, and don’t contact their referees or mentors. I don’t even think I can see that part in the system.
As others have said, the money does not come to the institution, so we do not route internal paperwork or consider it a proposal or an award. Really the only reason our office has anything to do with the process is because it’s in Commons and requires an
institutional official to submit.
For what it’s worth, it sounds like a great program. They can get up to $50,000 a year for their student loans, and it keeps good, qualified people in public facing NIH mission centric research, instead of them going to the private sector
(I stole that from the NIH website
😊). And it covers several kinds of “doctors” – M.D.s, Veterinarians, Pharmacists, Dentists, Eye Doctors, Foot Doctors, Psychologists. We generally have between 10 and 15 people apply per cycle.

Looking for feedback on the loan repayment program
https://www.lrp.nih.gov/ . Our team has been approached some faculty members to help facilitate the process with submission of the application. However, in my preliminary review of this information, there is no award made to the institution, and if it
is funded, monies go directly to the bank/lending institution. The only thing needed from the university is proof of employment.
