Oh, please don't take the conversation off-line ;)  We've all had PIs go rogue - mostly because they don't know better.  About once a year, I get a message from NSF or some-such federal sponsor, that someone (often a grad student) is trying to become an AOR.  That stuff happens.

Where I work and have worked, we do our best to retro-fit these wrongly-submitted proposals.  We work backwards to run it through the proper channels.  And (mostly) they are non-federal, since the federal systems block submissions from these well-meaning-but-rogue Ps - so we have some wiggle room when it comes to solutions for making the award viable.  Is it a royal pain when things come at us sideways like this??? OH MY YES.  But usually we can work it out - and I'm about saying yes when we can.  

But we've just had a situation where a senior PI did it - twice -making the "I didn't know better" argument slightly implausible. And since it was an SBIR, it was ultimately federal.  I am open to changing my mind on this "yes" thing ;)  We do have an "eligible PI" policy that I could use to rope this particular guy in, but.... that seems a bit draconian.  FWIW, we made his first award work - and it was so awful on so many levels that we declined the second one.  Thus, probably, tanking the small business's ability to work with that sponsor in the future, but.... taking care of the small business is not my job.

So, yes, please..... let's talk some more about this.
