It is my understanding that the mid project extension replaces the prior approval no cost extension request.  The institution will still have the ability to exercise its expanded authority to extend the grant up to a year without prior approval (aka automatic no cost extension notification).  We just completed the mid project extension period on one of our request, and we are currently in the last funded period on a R01.  I will know for sure around the Feb or March 2024, timeframe, if the NCXT hyperlink is available in the NIH Commons after connecting with our central business office.  If I remember, could report back to this email string.  In theory, it should be available, as a mid-project extension is a prior approval no cost extension request.  It just happens during the funded project periods instead of at the end (after the Institution’s automatic notification period has been completed).  Usually the NIH provides two no cost extension requests (1 automatic, and 1 prior approval).

 

In terms of advantage and/or disadvantage, I would agree nothing unusual…Depending on the GMS, that individual may require the standard paperwork as if submitting a second (prior approval) no cost extension request.  It usually includes a budget (R&R budget form usually suffices), budget justification, and a prior approval letter which address the questions why you have carryforward greater than 25% and your plans for spending down the funds.  FYI, if a full year mid project extension request is needed, a RPPR will need to be submitted prior to issuance of the next budget period funds.  Carryforward, if any, after the mid project period extension will most likely be under the 25% threshold, which would mean that you could indicate ‘no’, to the carryforward question of being greater than 25%.

There is no requirement to ask for a full-year extension, to my knowledge.  The request should be for the length of time actually needed, which would relate to the carryover funds available.  The next increment of funding would be released accordingly, not necessarily a year later.

I am newer to this but in reading the responses it occurred to me that you will need to make sure the funds currently remaining will be enough to carry the research for an entire year, since the next disbursement will be delayed for a year.  This also depends on your institution’s willingness to ‘float’ additional costs while waiting for the next disbursement if the need arises.

I could be wrong, but I think the GMS was most likely referring to submitting a request for a mid-project extension.  I just submitted a mid-project extension request for a grant yesterday.  My discussions with the GMS for the grant explained that this would be an agency approved extension and would not affect our ability to use the institutionally approved NCE at the end of the award.  In essence, it would extend the award for the period of time you request (we requested 12 months) and delay the next increment of funding by the period of time you request, and the PO approves.

 

The most important benefit, in my opinion, is that the excessive carryover funds will not be used as an offset.

Budget Period ( mid-project) carryover and Project Period (end of project) NEC

 

Carryover

 

Unobligated funds remaining at the end of any budget period that, with the approval of the sponsor or with automatic carryover, may be carried forward to the next budget period to cover allowable costs of that budget period. There must be a bona fide programmatic need justified for the use of carryover funds in the next budget period.

No Cost Extension (NCE)

Extends the project period beyond the original end date with no additional funding. Allowed when: the end of the project period is near; there is a programmatic need to continue research; and there are sufficient funds left to cover the extended effort.
