At my institution I’m not directly involved in the drawdown process for NIH grants. I know NIH allows pre-award spending between non-competing years, but does it also allow drawdowns to continue in a period where the budget year has ended
and the NoA for the current year is still pending? I wasn’t certain if there was a mechanism in PMS that restricted drawdowns to a budget year or if they were available for the entire POP even if an NoA for the current year has yet to be released (this is
all assuming, of course, that funds obligated to date are still available).
