Good morning! Reposting as I didn’t have any luck with responses last week –
We have a faculty member pursuing an R25 (PAR-20-317) and had a question regarding how to classify/pay for a mentor that is from another institution? These mentors would be potentially teaming up with students during a summer research program and providing guidance, could they be classified as consultants or would they have to be set up as a subaward? We have additional institutional back-end restrictions in that any we cannot pay an employee from any university within the UNC System as a consultant, but some of the individuals would be from other universities. Just trying to decide if they need to be included as a subaward, even though they will not have substantial programmatic input and would be paid a very small amount. There is the claim that these mentors would not be using their institutional resources, but I am not entirely confident that is the case.
Additionally, the structure of this project would be that we have the lead PI, and then he has a team of faculty at our institution that would be leading different research teams. They have somewhat of a co-investigator role, but because of the nature of the announcement, they are more considered “Program Faculty” , - the announcement states this regarding the budget instructions:
R&R Budget
- Include all personnel other than the PD(s)/PI(s) in the Other Personnel section, including clerical and administrative staff.
We would be utilizing our S2S for submission, I am then assuming only our lead PI would be in the key personnel section and everyone else is “Other” or “Non-Key”? And would we assign the label as co-investigators for these individuals or “Other: Program Faculty”?
