I have seen it done, but I don’t think it’s wise. Adjunct pay wouldn’t be allocable to an award as the adjunct is not working on the award but teaching a class for the institution. You could charge a lesser percent effort for the PI and describe any additional effort in the facilities and resources document.

Hello,

We have always charged federal grants the actual salary for a PI’s course release and not the cost of the adjunct who will teach in lieu of the PI.  I have heard rumors that NSF  accepts budgets with course release for a PI with the adjunct’s salary being listed.

How do other universities handle this?

Thanks

Catherine

Subject: Re: [RESADM-L] Question on fellowship and unpaid leave for PI on a federal award

Hi Donna,

So my question would actually be more around the terms of the fellowship since those are generally making a few assumptions.  First, what is the assumed commitment for the fellowship?  And can he hold the fellowship and be lead PI on a research grant?  Most of the fellowships I've seen do not allow that, so that's why I ask that.  If the fellowship DOES allow him to hold both awards, then I would look at the parameters on it to see what the compensation conditions state.  The fellowship is a non-employment relationship and there are often terms in those programs that state whether or not the fellow can also be appointed to an employment record/supplemented for additional salary and then how much of their time that can be for.

Hello,

We have a PI who is applying for a federal grant and a portion of the first year of the award period for the federal grant that will overlap with a fellowship he received for the same research.

The PI currently has an unpaid leave from the College for the fellowship. The way the fellowship is structured, the PI will not be compensated for his salary by either the College or the fellowship.  Instead, the fellowship will award the PI a  "research allowance" for the fellowship period, which is July 1, 2023 through Dec 30, 2024.

The start date for the federal award is June 1, 2023.  My question is whether the PI can request any compensation (release time or summer money) for the months that the fellowship and federal award overlap.  The fellowship support will be fully disclosed in the budget justification of the federal budget request.

Thanks in advance for your input.

Best regards,

Donna
