Folks,

I’ll try to add a little clarity here for the community. InfoEd did work with NSF in December and January to resolve an issue with the procedure used to pull budget data from Grants.gov into Research.gov specifically related to equipment and F&A costs over multiple years. Those problems are resolved by a code update implemented by NSF that will be published this weekend.

 

Separate from that are the issues called out in this thread that identify concerns around functions that are working as intended by NSF. For example, while NIH supports submission of changed/corrected applications via Grants.gov that replace earlier versions of submissions accepted into Commons, NSF does not currently support changed/corrected applications. Once an application has been inserted into Research.gov (i.e., it has passed pre-check validations successfully) a detailed email will be distributed identifying any post-check validation errors and warnings. Any further changes – including modifications in response to post-check validation errors/warnings - have to be made directly in Research.gov.

 

For the S2S community, the ability to submit changed/corrected applications through Grants.gov allows institutions to maintain up-to-date information in their local systems without redundant data entry, which is necessary if manual updates are made directly in Research.gov. Hopefully, this is something that the folks at NSF will consider as a future enhancement.

 

NSF publishes their growing library of post-check validation rules here: https://www.nsf.gov/bfa/dias/policy/autocompliance.jsp (follow the link to the Automated Proposal Compliance Checks for Proposals Submitted via Research.gov – Effective November 21, 2022 for the latest list). S2S vendors can incorporate validations for many of these post-check rules into their systems to guide users to a generally successful application, which can reduce the number of post-check errors and warnings. However, it isn’t possible to completely avoid some amount of direct data entry into Research.gov in many cases.

InfoEd has the same or a very similar issue. There is something wonky going on with the grants.gov to research.gov interface. I don’t think it the S2S providers’ fault. Hopefully NSF will fix that at some point.

I was interested in getting feedback from other Universities that use the Cayuse software system to submit grants to grants.gov.

With Fastlane being phased out, my office has found many errors that Cayuse is not catching when trying to submit grants that will be picked up by research.gov.  We submit to grants.gov. When research.gov tries to pick it up, it errors out with tedious issues such as the following:

To add insult to injury, the fixes must be done directly in research.gov.  They cannot be fixed in Cayuse and resubmitted.

 

Cayuse help desk told me the issue is not Cayuse but rather happening during communication from grants.gov to research.gov. Unacceptable answer as their software is useless if it can’t catch the errors.    

 

Does any Cayuse users out there have any input they can offer to me?
