Not encourage cost share?
From a solicitation I was looking at not too long ago…
So you get to Section IV F and find that you can basically bribe your way to an award if you are willing to mortgage enough of your organization’s resources.
Those 10 extra points will get you from an “Good” to “Excellent”

But they’re not supposed to “encourage” cost share. That was one of the big deals when the Uniform Guidance came out. I usually look to the CFDA to see whether cost share is a requirement and if not then I gently push back to them that
they are breaking the rules and that they should fix the problem before their next solicitation is issued (because by the time we figure it out it’s too late to change it). However, I do agree with Susan’s assessment and calculation. The overall project cost
including the unrecovered/waived overhead ends up being more than the $35K cap, but the cap is just for the funded amount.

I think what they may
mean is a maximum of $35,000 in sponsor funds with a maximum 8% MTDC (so assuming no exclusions, $32,407.41 in direct costs and $2,592.59 in F&A)
and that you offer the unrecovered F&A from your NICRA as cost share.
That would be a
total project costs of $50,717.60 with $35,000.00 in total funding from the agency and $15,717.60 in
total cost share provided by your institution.

I have a question and your feedback would be greatly appreciated….I’m working an application with an IDC cap with cost-share, but am “second guessing,” myself on what the statement below really means……
Up to $35,000 per year in
total funding
Awardees with a Negotiated Indirect Cost Rate Agreement (NICRA) from a U.S. federal cognizant agency may claim their NICRA, however,
they are encouraged to provide a cost share to cover the difference in cost rate, so that the applied Indirect Cost rate does not exceed 8% of the award’s modified total direct costs.
I’m thinking I first calculate the MTDC, then calculate 8% of the MTDC, then subtract that amount from the Indirect costs calculated to come up with the cost-share amount……Thoughts?
