There is a good chance that they either forgot to change it, since it is usually checked by default, or possibly did not understand the implications of leaving it checked. 


Either way, it should flow down from the prime award.

Good Morning All,

 

Is a PTE allowed to change the classification on an award to subrecipients?  Our institution is the subrecipient on a federal award from HRSA. (The award is for the AHEC program). On the prime award, HRSA has classified the award as NOT R & D. However, when issuing the subaward, the prime checked the box for R & D on Attachment 2 (Federal Award Terms and Conditions) of the FDP Subaward template.
