At least on the cost-share front, you can rest easy. The CHIPS Act included a provision waiving it for at least the next five years. NSF will issue a new solicitation, but it isn’t yet out and nobody knows what other changes (if any) may be made to it.

Subject: [RESADM-L] PUI growing pains
Hi everyone,
Our campus recently crossed the barrier for NSF's RUI eligibility (must have awarded 20 or fewer Ph.D./D.Sci. degrees in all NSF-supported fields during the combined previous two academic years.) While it is a great problem to have, in achieving this growth in our Ph.D. programs, only one of the 4 colleges on our small campus awards these degrees. The other three colleges are still primarily undergraduate, and as you can imagine are concerned about their ability to compete without the RUI distinction. This also means we have to come up with cost-sharing for NSF's MRI program (although I have heard a rumor that this requirement is going to be removed in a new solicitation--anyone know if that's true??)
I am curious to hear from others who have experienced a similar situation at their institution, and what (if any) strategies you may have employed to help your PIs adapt to this change. (Note: we are still eligible for the NIH AREA program, but it's not easy to fit disciplines like math and physics there.) Thanks in advance for sharing your stories.
