    The University of Southern California’s Institute for Creative Technologies (ICT) is seeking a Financial Manager to join our Business Office team. Reporting to the Senior Business Officer within the Institute for Creative Technologies, the Financial Manager will oversee the post-award financial activities across a complex portfolio of federal contracts and grants, subawards and service agreements, along with gifts and institutional funding. 

    This position supervises the accounting staff and operations for the ICT, including expenditures in payroll, purchasing, check requests, expense transfers, financial reporting, and contract and grant administration and closeout. Includes monthly analysis and reporting of account activity, budget, and future projections; interprets and explains University and extramural funding agency accounting procedures and requirements for PIs; and solves any unusual or challenging problems. Acts as departmental liaison to other key university administrative units to coordinate these actions (Sponsored Projects Accounting, Business Services, Office of Financial Analysis, etc.). 

    This position is located in Playa Vista, CA. A flexible, hybrid work schedule is available.

    Responsibilities And Duties

    Manages the accounting/financial staff and operations in the department. Directly or indirectly supervises all assigned subordinate staff. Plans and administers the departmental budget. Provides historical data and projections for budget development and planning Monitors, reviews, and verifies accounting records and transactions for accuracy, timeliness, and adequacy of supporting documentation. Oversees account reconciliations and production of regularly scheduled summary reports, income and financial statements. Coordinates the development and maintenance of electronic systems and procedures. Provides direction and input for the development of accounting applications, reports, forms, records and documented procedures.

     

    Preferred Qualifications And Experience

    Experience managing post-award financial activities for federally sponsored research funds. Ability to review and approve high-value expenditures, provide data to generate interim and final financial reports and manage financial closeout of awards Advanced skills in Excel, experience with business intelligence tools and financial systems; Tableau a plus. Experience with Workday Working knowledge of service unit accounting, including rate calculations, applications, income and recharges, and special restrictions. Excellent oral and written communication skills in addition to critical-thinking abilities. Ability to work effectively under pressure, handle multiple priorities, tasks, demands and time sensitive pressurized situation

    The Opportunity

    Responsible for the oversight and implementation of administrative procedures for research contracts and related agreements under the direction of the Associate Vice President of Research. The Director supervises and works closely with research contracts personnel.

     

    Responsibilities: 

    Provides effective leadership, direction, supervision, training, and mentorship to research contracts personnel in support of the Vice President and Associate Vice President of Research and the missions of the office and university. Knowledgeable of federal and other sponsor regulations governing contract and grant administration, including 2 CFR 200, the Federal Acquisition Regulations, state law, and university policies and procedures. General knowledge of laws, regulations, and policies relating to the protection of human subjects, animal welfare, intellectual property, conflict of interest, privacy and data security, export control, and facilities security. Knowledgeable of the necessary operational requirements needed for the efficient and effective development, review, and execution of sponsored contracts and related agreements, including systems and personnel requirements. Supports the development of contracts and related agreements, review, and approval of external agreements, negotiations with external parties, and the execution of contracts to support the research and service missions of the university. Promote review and improvement of the administrative procedures governing research contracts to ensure the highest quality service is provided to all principal investigators. Participates with senior administration in the development of policies to promote research contracts that support the University’s objectives. Coordinate the training, coaching, and mentoring of Contracts Office staff to ensure professional growth and development. Work closely with faculty, academic leaders, and managers of key business units to resolve issues and develop procedures that foster the smooth functioning of sponsored programs. Coordinate with other Office of Research and University personnel to ensure effective communication, cooperation, and collaboration. Fiduciary responsibility through signature authority on behalf of the University of Central Florida. Serve as liaison with a variety of agencies and professional groups to remain current with developments and to ensure compliance with relevant laws and regulations.  Facilitate communication regarding emerging opportunities to the university community. Stimulate the formation of innovative research ideas and translational research endeavors. Provide other support to the Associate Vice President of Research as required.

     

    Minimum Qualifications: 

    Bachelor's or Master's degree and 8+ years of relevant experience, including 3+ years of leadership experience.

     

    Preferred Qualifications:

    Broad experience in research administration, research contracts, legal terms, strong interpersonal and communications skills, and the ability to work with diverse populations. Previous experience working in a university setting is preferred. Superb coordination and communication with senior management, research administrators, principal investigators, and other areas of the university. Ideal candidates will hold a CRA, CPRA, or CFRA certification. Juris Doctor or Master’s in Research Administration preferred. Demonstrates excellent problem-solving skills and critical analysis abilities. Demonstrated ability to train, develop and motivate a large research administration contracts team.

    Hi everyone! 
    I wanted to share our experience with updating our registration this year in hopes of helping others! We registered on August 24, 2022 even though our registration wasn't due until December because of all of the issues we were hearing that others were/are having. We anticipated that the biggest hold up would be providing responses and documentation to the reviewers (per everyone else's feedback). And, we anticipated that it might take 4 months to get everything resolved. We were pleasantly surprised today when we got our approved acceptance today (7 business days later) and we are good for another year!
    As many others, we did get a request for response by DLA. Ours were about: 
    1) old Cage numbers to a) an old entity (which we sold) that was registered under a former name of Davenport's, b) a location that we sold several years ago, and c) 2 current locations with additional/individual CAGE numbers for which we did not provide registration in SAM separately
    2) two different addresses for the same entity (SAM had SE in the address where CAGE did not)
    3) a new Government Business PoC and verification of that person and their contact info
    Although their email only asked for a response, we put in the extra effort to find legal documents to confirm the changes for each of the above, as follows:
    1) old Cage numbers to a) an old entity (which we sold) that was registered under a former name of Davenport's, {showed State Business documents (for Michigan, that is in LARA) whereby the new name was doing business for the old assumed name as well as the deed transferring the property from us to the new owner}, b) a location that we sold several years ago, {showed the deed transferring the property from us to the new owner} and c) 2 locations with additional/individual CAGE numbers {showed eCAR and PPA from year of consolidation that demonstrated that the University consolidated all locations under umbrella of main campus/address/DUNS}.
    2) two different addresses for the same entity, {Showed 501(c)(3) and all of the other documents for request #1 used address listed in SAM with SE}.
    3) a new Government Business PoC and verification of that person and their contact info {Had the new Gov Bus PoC send an email response from his email, stating: "I wanted to confirm that I, [his name], am the [his title] for Davenport University and am taking the place of [previous PoC name], previous [title], as the Government Business PoC. I confirm that my email address is [his email address] and that this email is solely for my email and not a generic group or organizational email. I confirm that [his phone number] is solely my official Davenport phone number, and is not a generic group or organizational phone number." Then, he deferred all of the other answers/responses to me. When I responded, I copied and pasted their entire request, then reiterated his responses in the 3rd section, making sure to follow the same email thread as the original request and his response so that it would all be in one response in the end.
    I know that others may have much larger requests than we did, but I'm hoping that our response might be helpful to some of you if you are asked similar questions. We did not just answer their questions and wait for them to ask for documentation. We went a little overboard in showing the documentation (for most instances a couple different documents to prove each answer). But, I would like to think that this process (along with perhaps that they are finally getting caught up with reviews 🤔) helped us to get through the process in less than 2 weeks.

    The Immunology and Vaccine Development (IVD) Program is a large and diverse program within the Vaccine & Infectious Disease Division. The program supports the research of more than 14 Principal Investigators (PIs), more than 100 active grants and a research staff of more than 200. The Research Administrator III-IV position reports to the Research Administration Manager, IVD.

    Responsibilities

    Working under the leadership of the Research Administration Manager, this role will manage a portfolio of faculty and their respective grants and contracts.

    Supporting 3-4 senior faculty and 1-2 junior faculty, manage all pre- and post-award activities for the NIH, Bill & Melinda Gates Foundation and other sponsoring institutions, including: grant and contract proposal preparation and budget development for new applications, resubmissions and renewals; preparation of appropriate forms for contracts and agreements, ensuring all applications are fully compliant with institutional, federal, state, and local policies and regulations.  Manage assigned subcontracts and serve as a liaison between investigators, Center administration, and administrative staff at collaborating institutions.  Approve and coordinate submission of invoices, expenditure requests, etc. to accounting and grants office. Review monthly budgets and coordinate with financial analyst to provide projections, effort tracking of personnel, etc. Support faculty with regulatory submissions (IACUC and/or IRB) and ensure all applications are fully compliant with institutional, federal, state, and local policies and regulations. Perform other responsibilities as required. Qualifications Bachelor’s degree or 3 years of equivalent work experience Research Administrator III minimum requirements: One year experience managing federal and/or non-federal sponsored research. Research Administrator IV minimum requirements: Three years experience managing federal and/or non-federal sponsored research. Experience working with NIH and Bill & Melinda Gates Foundation awards preferred. Must be proficient in MS Word, Excel, and Adobe Acrobat. Tableau experience a plus.   Must be detail-oriented, able to problem-solve, process information quickly, prioritize and organize multiple tasks, maintain confidentiality, and work well both independently and as part of a team.  Strong verbal and written communication skills.   Ability to work cross-functionally with other internal departments, such as Office of Sponsored Research, Institutional Review Office as well as external sponsoring institutions. Must be skilled at remaining flexible when time constraints and other issues arise and be able to work occasional nights and weekends.
