You could put a small amount of effort to get it through the process, since you have included a note explaining the situation. Hopefully, that will solve it or the NIH can fix it on the back end.

Dear Colleagues,
I am working on a final RPPR for an NIH R01. Due to strange circumstances, there was a transfer of PI ship during the NCE year. When I go to do the participant reporting section, the original PI has been removed and the current PI has
been added, which totally makes sense. HOWEVER, you only report effort for the
original budget period and not the NCE year. So, I added the original PI back in and listed their role as “Other” with a note that they were PD/PI during the reporting period. But what do I do with the new PI? They had no effort during the reporting
period, but I can’t delete them. And it will also give me an error if I keep them at 0 calendar months effort. I’ve reached out to the PO/GMS for guidance, but have not heard back from them.
I appreciate your thoughts!
