Hello,

We are writing an NSF proposal to include a subaward totaling about $40,000 over five years.  Our University, which would be the primary recipient, has a federally negotiated indirect cost rate based on our salary and fringe benefits.  However, the other educational institution that would be the subawardee does not have a federally negotiated indirect cost rate.  Can the subawardee claim the 10% de minimus amount of modified total direct cost on a portion or all of the subaward?  Does our rate as the prime recipient come into play on the subaward agreement?
