Minor style question for this morning – where would you put this letter?  I was inclined to Other Attachments, but a Cover Letter sounds good too.  The General Instructions don’t say anything about continuous submission eligibility as far as I can find, and the policy on continuous submission only says, “The late policy does not apply to continuous submission.”  The R01 PA-20-185 doesn’t have any particular instructions.  The Cover Letter attachment is for “late applications”, which this is not, but putting it there would keep it from being shared with peer reviewers.  Is that what we want?
