FDP is good resource, but one has to start with the Prime contract or grant document.  That will dictate the flowdowns required and otherwise needed.  There is no shortcut for knowing the Prime and crafting subs to work with that document.
Some organizations can get away with blanket or form flowdowns since litigation is so remote, but someone, someday will get caught by that lightning strike, and like all such strikes, it probably won't be fun.
