We always budget for escalations, per our institutional policy. Moreover, as the Uniform Guidance clearly states we must pay our investigators at the institutional base salary rate, I would love for someone from NIH to explain to me, in simple terms a layman could understand, how their policy of stripping out COLAs is not a violation of that policy. Not to mention that it flatly contradicts what they themselves say on how to build a budget:

 

In general, NIH does not have policy on salary escalation submitted in an application. We advise applicants to request in the application the actual costs needed for the budget period and to request cost escalations only if the escalation is consistent with institutional policy.

Cost of living allowances / increases (COLAs) are (typically) not allowed by NIH and are trimmed out of the budget by the awarding agency.

 

However, certain colleges at certain institutions do have 2% or more annual salary increase per year, so NIH does leave it up to the institutions whether or not to ask for the annual salary increases.

 

In my experience, overall, asking for annual salary increases don’t go well.  Your mileage may vary, however.
