OFFICIAL TITLE: Sponsored Programs Administrator
JOB SUMMARY:
Provides pre-award and non-financial post award oversight for sponsored projects in the Kaiser Permanente Colorado (KPCO) region. Works on minimal to moderately complex and diverse research portfolios that require analytical skills and an understanding of applicable rules and regulations, including but not limited to program-specific administrative guidelines for both federal and non-federal funding agencies, OMB Uniform Guidance, PHS Grants Policy Statement, and FAR clauses. Willingness to learn new skills with a basic understanding of research administration and administrative systems, including but not limited to eRA Commons, PeopleSoft, and Cayuse. With guidance from senior team members and research administration leadership, collaborates and coordinates with all levels of personnel both internal and external to the KPCO region to ensure accurate proposal development and submission, negotiation and facilitation of legal agreements with federal, state, local governments, universities, pharmaceutical companies, non-profit organizations, and foundations. Responsible for monitoring compliance of sponsored projects administration with all applicable internal and external, federal and non-federal regulatory requirements as they relate to research. Maintains and supports a culture of compliance, ethics and integrity. Maintains knowledge and assures departmental compliance with Kaiser Permanente’s Principles of Responsibility and policies and procedures, and applicable regulatory requirements and accreditation standards. Responds appropriately to observed non-compliance, fraud or abuse.
CORE DUTIES AND RESPONSIBILITIES:
- With guidance from senior staff and research administration leadership, works with Investigators, Project Managers, and research staff to manage the proposal development process for minimally to moderately complex external and internal research proposals. Develops budgets and ensures all sections of required applications are prepared completely and accurately prior to submission and in accordance with established agency/institutional guidelines. Advises and answers questions from Investigators and research teams relating to pre-award administration and proposal development, including the interpretation and application of granting agency policies, procedures, and regulations. Prepares standard forms, enters grant information, and uploads materials to submission portals, including but not limited to Cayuse or ASSIST and ensures all internal review processes/approvals are completed at the time of submission. Reviews any errors, makes all necessary corrections, and ensures proposals are successfully submitted to sponsors. Completes data entry of all proposals into PeopleSoft Proposal module.
- With guidance from senior staff and research administration leadership, works with Investigators, Project Managers, and research staff on post-award activities for minimally to moderately complex grants or contracts. Reviews, negotiates, and processes incoming awards/contract documents and modifications to existing agreements. Prepares, edits, negotiates, and processes outgoing subaward/subcontract agreements. Manages award setup and ongoing maintenance in PeopleSoft Award module and KPCO financial management systems. Advises Investigators, Project Managers, and research staff in accordance with sponsor requirements and deadlines related to progress reports, carryforward, prior approval, and no-cost extension requests. Prepares, completes, and submits all progress reports, carry forward, prior approval, and no-cost extension requests related to awarded projects and in accordance with sponsor requirements and deadlines.
- Serves as a liaison to, collaborates and coordinates with administrative offices of federal agencies, state and local government agencies, private funding agencies, universities, contractors and consultants, as well as internal partners such as the Kaiser Foundation Research Institute and other KP departments.
- Works closely with senior staff and research administration leadership to advise and answer questions for Investigators and research staff on all aspects related to the administration of sponsored projects and helps to ensure compliance with all terms and conditions of award, sponsor requirements and/or Kaiser Permanente policies and procedures.
- Assists with other activities and special projects at the direction of the Manager of Sponsored Projects and Administrative Support.
- Performs other duties as required.
EDUCATION:
- Bachelor’s degree in business or related field OR four (4) years of experience in a directly related field.
BASIC QUALIFICATIONS:
- Minimum two (2) years of experience in sponsored research administration.
- Proficiency in computer word processing, spreadsheet, and database programs.
- Excellent time management and interpersonal skills required.
ADDITIONAL REQUIREMENTS:
- Experience with PeopleSoft Financials and Supply Chain Management including Grants Management Modules is preferred
- Familiarity with ERA Systems (eRA Commons, NIH ASSIST).

Participates in policy and procedure review and development. Works to build a team environment by motivating others and adjusting leadership approach and style to meet individual group and situation needs. Leads other activities and special projects at the direction of the Manager of Sponsored Projects and Administrative Support. Serves as an alternate to the Manager of Sponsored Projects and Administrative Support on designated committees and councils.
- Develops technical expertise in and serves as primary subject matter expert in OneLink People Soft Grants Management Module. Provides ongoing support of system use including troubleshooting and resolving technical problems.
