Even if other NIH institutes don’t apply the NCI minimum effort policy, I do send along to notice to PIs as a gauge (and FYI) for their effort on NIH grants. We have had a reviewer back on an application and say not enough effort was devoted
to the project (prior to the NCI policy going into effect).
