Our main office is located on the West Los Angeles Veterans Healthcare campus and is a full-time salaried position with generous benefits including medical, dental, vision, vacation, sick leave, and 403(b) plan.
We are seeking a dynamic, experienced HR Director with outstanding people skills to manage our personnel and ensure that our human resources programs and initiatives are effective, efficient, and aligned to overall business objectives. Duties for the HR director will include supervising HR personnel, dealing with employee grievances and disputes, supporting employee development, enhancing job satisfaction, designing onboarding procedures, implementing HR strategies that support business objectives, forecasting staffing needs, mitigating risk, structuring benefit packages, maintaining employee records, managing budgets, designing accountability mechanisms, and overseeing overall employment needs.
The ideal candidate for this role should possess a high work ethic, excellent communication skills, knowledge of labor regulations and HR practices, strategic thinking abilities, strong organizational skills, and excellent interpersonal skills. The exceptional HR director should improve HR processes, implement strategies that support business growth, improve morale and employee retention, enhance safety and wellness, strengthen relations between staff and employers, manage job satisfaction, attract the best recruits, and promote the organization's values. Software used includes Office 365, Teams, Real Time CTMS, Costpoint and a grant management program TBD.

Developing and implementing human resources policies
Managing Without Compensation (WOC) process for new hires as required
Supporting strategic objectives
Strong budgeting skills to determine if positions are covered by researcher’s available funding
Hiring staff and negotiating employment agreements
Ensuring compliance with laws and regulations
Managing staff wellness and performance reviews
Motivating and supporting current staff
Maintaining staff records
Managing employee benefits
Identifying staffing needs and creating job descriptions
Designing and directing training programs
Supervising HR and Payroll staff
Qualifications:
Bachelor's degree, Master’s degree or Certificate in HR Management
Excellent communication skills
Highly organized
Superior interpersonal skills
Detail-oriented
Excellent problem-solving skills
Budget management experience
Strong people skills
Knowledge of labor laws and regulations
Computer literacy to include Microsoft Office, Project Management and CTMS software as needed
Language Skills
Superior command in writing, proofreading, and communicating in the English language.
Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area, etc. Ability to apply concepts of business mathematics and statistical analysis.
Reasoning Ability
Ability to deal with problems involving multiple variables in non-standard situations.

I am wondering if anyone else is experiencing long incident ticket times with the Federal Service Desk for SAM.gov validation incidents and if so, how long are tickets taking to be resolved? I know the FSD has a notice that says they are taking longer than expected to process validation tickets due to high demand, but 21 days seems really long, especially when we are trying to renew registration.

There are two places you can access your ticket once it has been created: FSD.gov and your SAM.gov Entities Workspace. When you sign in to the Federal Service Desk (FSD) at FSD.gov using the same email address you use to sign in to SAM.gov (via login.gov), you can view your ticket (or incident) and send and receive messages about your ticket.
When you sign in to SAM.gov and select the Entities widget in your Workspace, you will see a list of all your entity registrations. You can view your incident there by finding the entity or filtering on the FSD incident number. Select the plus sign (expand) link to see your FSD incident number and a link where you can upload additional documentation if you need to.

My most recent experience with this issue is for Informed Consent forms. I didn’t use a company, but I did use Google Translate, which was surprising accurate (but sometimes not word-for-word, depending on the original language).
Another thing I did at a former institution was find a faculty, staff, or student with native or learned language skills that would translate for a nominal fee (sometimes it was just coffee!).

Does anyone have a good definition of Fellowships they would share? I feel we may be using the term to broadly at our institution. I understand when used for the graduate students receiving their masters, but we also have some staff that have fellowship in their title, but it seems to me this should be considered salary?

Job Description
The Penn State Strategic Interdisciplinary Research Office (SIRO) within the Office of the Senior Vice President for Research (OSVPR) is seeking a Proposal and Award Generalist, (Project Specialist, Engineering and Medicine).
SIRO is a research administration unit dedicated to providing active support for the development, submission, and management of large-team multidisciplinary external funding proposals. SIRO supports pre-award and project management for multi-college and multi-institutional efforts, while partnering with Penn State College and Institute Post-Award Offices in support of complex, large-team funded awards. This position will report to the Associate Director, Project Management in SIRO and will perform the duties listed below for federal grants related to the College of Engineering and the College of Medicine.
The responsibilities for this position include the following:
Lifecycle Management of grants and contracts with emphasis on awards from the National Institutes of Health and international subawards. Participate in pre-award proposal development to ensure optimal award outcomes. Conduct regular communications with principal investigator(s) and departmental/college staff on a variety of administrative functions that occur between post-award and award close-out. Based upon these discussions, assist post-award staff with implementation of financial expenditures and reporting. Monitor account set-up and ensure timely budget uploads. Coordinate sub-recipient registrations and implementation, monitoring the subaward while removing barriers to ensure timely payments and reporting. Conduct budget review and prepare expenses for approval on restricted funds as required by the principal investigator or post award staff. Assist with project team management across multiple PSU Colleges/Institutes/ Departments, external collaborators and subrecipients (domestic/international). Perform cost-share tracking and reporting; Assist with award expenditure tracking and forecasting. Monitor end dates for the project and budget expenditures as per approved budget from sponsor, conduct budget realignments and extensions as necessary, and obtain any required prior approvals for changes to a fund. Assist with preparation and submission of monthly/quarterly/annual reports per sponsor guidelines, and perform international award requirements reporting (export compliance, value added tax, etc.). Assist with closeout procedures as necessary for timely technical and financial close-out of sponsored projects.This position will be filled as a level 3, and typically requires a bachelor's degree plus two years of related experience, or an equivalent combination of education and experience. Familiarity with Microsoft Word and Excel functions, Governmental Reporting Systems (i.e., FastLane (NSF), ERA Commons (NIH)), Agency experience, Strategic Information Management System (SIMS) grant reporting and budget functions (or similar institutional programs), and SIMBA financial system, are highly preferred. Requires strong communication among a wide array of constituents, innovative problem solving, flexibility, and self-management skills, including the ability to prioritize among many diverse responsibilities. Must be able to thrive in a fast-paced, deadline-driven environment. Exceptional communication (both verbal and written) and interpersonal skills required. Capability to work both independently and as a team member, ability to multitask and respond professionally in challenging situations is essential.
