Are preparing a proposal?  It is allowable, with some restrictions, but it’s something to discuss with the program officer in advance of the application.  I wouldn’t surprise them.

Dear Fellow Research Administrators,

Can a vehicle(s) be purchased with HRSA NEPQR Mobile Health grant funds? I can't find anything in the solicitation or in other HRSA documents that says it's an unallowable cost.
