We recently had a non-IHE subawardee with an expired NICRA that NSF had accepted for an award to them directly (collaborative proposal) after the NICRA expired and then a university had, at a later date, accepted the expired NICRA for a subaward. The subawardee wanted us to accept it as well given this and the allowance in UG.

We decided not to accept the expired NICRA. The NICRA had been expired for at least 5 years, and we don’t have the expertise to evaluate if a NICRA is still reasonable. Same for negotiating a rate agreement – no one on staff who’s qualified to do that negotiation. I have heard of universities who do negotiate . . .
