I don’t see how they’d be able to support charging a higher rate than de minimus if they don’t have a federally negotiated rate.

Does your institution negotiate indirect cost rates with subrecipients that do not have federally approved indirect cost rate? If so, would you be willing to share an outline of your negotiation criteria, or what you might have published on your website for this process?
