The expired comment came from someone over the phone at the NSF help desk. The solicitation itself has
no mention of an expiration date, so I assumed it was an internal date and NSF had only to update Fastlane and Research.gov to accept applications. (The problem is that there is no way to apply to this solicitation because it is not listed in Fastlane
or Research.gov as an available option.)
However, the fact that no one has gotten back to us is making me wonder if there is more to it than that.

It's on the
beta site, and the solicitation relative to deadline says the window is: "January 1 - January 19, Annually Thereafter."
The MRI solicitation doesn't seem expired... (Is there something I missed?)

Dear Pat:
I have two requests in to NSF and the program officers about this very issue and have heard nothing in response. A colleague has done the same and was told that solicitation 18-513 has expired and there is not a new one to replace it,
but when asked for more information, received nothing.
If anyone else has heard anything, I’d be curious to know!@

Subject: [RESADM-L] NSF MRI--new program solicitation coming?
Hi all,
Has there been some buzz about the NSF MRI solicitation that I've somehow missed? I see NSF hasn't changed the posted solicitation (18-513), but the application/proposal
package has apparently been pulled from Fastlane,
research.gov, and
grants.gov. If seems like NSF would have communicated if a new announcement was coming out but I haven't seen anything. Have any of you heard about an update?
All the best,
Pat
