Our IDC rate is set through DHHS, and the language (below) regarding off-campus is pretty straightforward so we don't have any separate language or policy.  Ours states:

OFF-CAMPUS DEFINITION: For all activities performed in facilities not owned by the institution and to which rent is directly allocated to the project(s) the
off-campus rate will apply. Grants or contracts will not be subject to more than one F&A cost rate. If more than 50% of a project is performed off-campus,
the off-campus rate will apply to the entire project.

It really depends how your institutional policy is written.  Some Universities require a signed lease to even consider off-campus rates.  We look at whether the majority of overall salaries will be charged on or off-campus and then it is one set project rate or the other.  If you are revising/drafting your policy, duration would be an important consideration if you are somewhere between those two examples.  Good luck!

Good morning,

 

I'm reaching out to see how when you might apply your off-campus rate to a project. If you had a PI conducting research at AFRL for the 4-8 weeks during the summer - data collection and analysis would occur at the AFRL facility, but manuscript authorship would occur on-campus - would you consider applying your off-campus rate?  Do you utilize the 'majority of cost' rule at your institution?  In your evaluation of the rate, do you consider if work being done is on a continuous basis and of sufficient duration - and if so, what is an example of sufficient duration to qualify the off-campus rate?
