Hi Aida,
I looked for an answer to this and even emailed a program manager at USDA NIFA. She said that it may depend on the specific RFA and that you may need to contact your specific Program Manager for guidance (see attached).
I know that NSF prohibits it, but I could not find anything in USDA/NIFA that even referred to their use. I am sorry I could not be of more help. If I receive any other guidance, I will forward it to you.
