I’ve seen it done a handful of times, usually in a situation where there’s a partner organization that’s vital to the project but that doesn’t have experience managing a major award. Fairly common with SBIRs, especially when the small business is a faculty start-up or otherwise quasi-affiliated with the university, but doesn’t yet have a great deal of grants experience.
At another institution, we did that explicitly as part of a major USAID project. The guidelines said it had to be submitted by an NGO in the target country – but the size of the grant was about 20x their annual budget, and they had a staff of like five people. So we built a “research administrator exchange,” if you will, into the project. We took the award and subbed most of it to the NGO, but their team were working right alongside ours during the submission process, and we budgeted for travel – the NGO personnel to come to us, and for us to go to the NGO in alternate years. So by the end of the project, they’d been trained up in managing a major federal award and could handle it on their own for future projects. I’ve heard similar stories with NIH AIDS-related work in developing countries, but no direct experience of that.

Hello, RESADM brain trust!
Does anyone have experience or have knowledge to share on the allowability of an institution providing pre- and post-award management services to entities outside of the institution on an in-kind (or charged-service) basis?
I have never heard of this being done but would be very grateful for any knowledge or advice anyone may have.
