This is for all you NIH experts.
We have a PI who has a formal joint appointment with another institution. The PI's salary is split between both organizations. The PI is submitting a proposal through with the other institution as the prime. My organization will be a subcontractor. The proposal will be submitted to NIH.
The PI has requested that he be the PI at both organizations. It has been argued by the PI that if he lists the his salary on the proposal on only one organization and provides a strong justification of why he should be PI on both sides, this may be allowable.
If allowable, we would include all the appropriate disclosures and management plans.

Can anyone point me to the policy which states that this is allowable?
