Interesting. That sounds better.  I appreciate your scenario. It is now clear.

Thank you very much.

No. You receive an institutional payment of ~$16,730 per fellow as  part of  the award.

You must contribute at least 25% of the total grant award, out of institutional funds that  do not come from federal sources. Suppose for ease  of calculation that your budget for the project was exactly $400,000. You would then need to find  at least another $100,000 in cost share. That could come from a number  of possible sources including, but not  necessarily limited to, tuition waivers, committed effort from faculty or relevant  administrative staff, cash, etc.

Michael,

Thank you for your reply.

I’m still not clear. Are you saying that the institution has to contribute $16,730 per fellow and a 25% match from on the non-federal sources?

I agree that counting indirect cost toward a match would not be allowed.

Hi, Eileen—

The GAANN stipend and institutional payment are both direct costs on the grant – that’s money that comes from USEd for the students in the program, to be used as prescribed by the guidelines.

The institutional match (cost-share) is non-federal funding that the institution provides to support the program in other ways. The guidelines restrict it to covering only certain costs, but basically that’s funding that  your institution provides to support the GAANN  program, over and above what the program provides. I don’t believe you can count unrecovered F&A (indirect) costs toward that match, but if you grant tuition waivers to students supported on the GAANN fellowships, that can be counted toward the institutional match.

The GRFP is a separate program run by a completely different agency. The GAANN program just uses its stipend level as a threshold for the USEd program. It’s not otherwise relevant.

Subject: [RESADM-L] Question on the Dept of Edu GAANN grant opportunity Fellow's Stipend Level

I’d like help on clarifying the Fellow’s stipend level as described on page 24 of the GAANN RFP.

I am trying to figure out how much of the Fellow’s stipend would be paid by the grant and how much by the institution and if the institutional contribution is also the required 25% match.

According to the RPF a fellow’s stipend for academic year 2021-22 is based on NSF Graduate Research Fellowship Program of $34,000 per fellow, but adjusted accordingly not to exceed the student’s demonstrated need. I am thinking that $34,000 would be funds from the grant award. Is this correct?

The RFP indicates that the Institutional Payment is estimated at $16,730 per fellow. An institutional match is also required of 25%. Is this Institutional Payment of $16,730 considered the match or is the match an additional 25%?

NSF GRFP also mentions a cost of education allowance of $12,000 to the institution.  webpage https://www.nsfgrfp.org

“The NSF GRFP recognizes and supports outstanding graduate students in NSF-supported STEM disciplines who are pursuing research-based master's and doctoral degrees at accredited US institutions. The five-year fellowship includes three years of financial support including an annual stipend of $34,000 and a cost of education allowance of $12,000 to the institution.”

Does $12,000 mentioned on NSF GRPF apply to the GAANN? If so, does the $12,000 from GAANN go to the institution or also to the fellow?

It appear the funds are to be used to pay fellow stipends toward tuition and education expenses. Would the grant also permit funding for the PI to manage the grant and include Indirect Cost?

Appreciate your help.

Eileen
