Yes it is.  We frequently do that when there is a limit on the number of Co-PIs.

Hi, everyone-

 

We are preparing an NSF proposal that includes (besides the PI and two co-PIs) six faculty at minimum effort. They will participate in an advisory board that will evaluate the results of the work, which in the area of curriculum development. They are really not acting as senior personnel, and the PI would like to avoid listing them as senior personnel. Is it allowed for faculty members to be included in the budget as “Other Personnel”?
