The agreement we received includes those same terms and conditions so I’d assume its federal/state but I did reach out to the program officer – Not sure where else the funding could have come from with those T&C’s.

I think your best bet is to ask them whether the funds are federal pass through On page 17 of the document you attached, funds are noted as possibly federal (I’m paraphrasing), but there’s nothing definitive that tells me the funds are definitely federal.

Need some assistance here – We have received a contract from Commonwealth Corporation that administers funds on behalf of MassHealth based on the attached RFQ. To me, this appears to be a federal contract – can someone please review and let me know how you would handle and if you agree whether this is a federal contract or not. Would you include in your SEFA??
