I was recently discussing this issue with a colleague.

 

My question is “while NIH allows for effort on other projects to be subsumed/absorbed into the effort of the K award, how is that being captured in the time and effort (T&E) reports?” For example, we have a R01 grant and the Scholar has effort, but no salary support. On the Other Support, the K reflects 100% effort/salary and the R01 reflects 10% effort/no salary with a statement that the effort is subsumed under the K.  The time and effort report, however, only reflects 100% of the K.

 

It seems to me that the T&E should match the other support, as it reflects how the individual has spent their time. Also, if time was spent on other projects, that individual will be listed in the progress reports for those grants with calendar months/effort. Furthermore, if the non-K grants are audited, there are no system reports to reflect effort associated with the non-K effort.

 

Just wondering how others are addressing this.

12.3.6.1 Mentored CDAs

Mentored K awardees are encouraged to apply for additional research grants during the tenure of their K award (see Concurrent Support below). Mentored CDA recipients are allowed to devote complementary effort without salary support on other research grants that include related research between the CDA and the research grant. In such cases where there is scientific overlap, the percent effort on the research grant is subsumed within the required effort of the CDA. However, there should not be significant duplication of the scope of the research supported by the CDA. Further, the related research must be consistent with the goals and objectives of the CDA.

 

 

In other words, a K recipient can work on another project (an R01 for example) without charging salary support to the R01, as long as the R01 is research related to the goals and objectives of the K01.  The salary/effort would be absorbed in the K01 as part of the 75% minimum and would not be charged to the R01.  When providing Other Support, the R01 would be listed as 10% effort (no salary, part of K01), along with listing the K01 at 100% effort (75% minimum).

 

Two cautions – check to make sure that you can rebudget the salary savings on the R01 if it’s not used because it’s being charged to the K01.  Some institutes restrict that, it will typically say in the NoA but not always, so check the institute’s website.  Also, we generally get an email from the PI of all projects and the mentor of the K recipient attesting that the work on the other project is related to the K01 work.

I have a PI who has transferred to my institution with a K01 grant (Mentored Research Scientist Career Development Award).   The department is trying to charge 100% of her salary to the award.  To me this means she can work on no other research or apply for other funding.   However, since it is a career development award, is it possible for her to charge 100% of funding to this grant while working on other research projects?   I cannot find any literature that would support this.
