I have a question, so based on the FAQ, can we issue awards to subrecipients that have in place equipment covered under 889(b)?

OMB in partnership with representatives from the Federal awarding community developed a frequently asked questions (FAQ) document to support Federal awarding agencies and recipients in their implementation of 2 CFR §200.216.  Section 200.216 implements the prohibition on covered telecommunications and video surveillance services or equipment for grants and loans in section 889(b) of the National Defense Authorization Act (NDAA) of Fiscal Year 2019, Pub. L. No. 115—232.
