Total Subaward costs (Direct and Indirect ), as per the NIH Guide, are to be included in the consortium line of the prime’s budget:

 

5. Subawards/Consortium/Contractual Costs:

List the total funds requested for:

all subaward/consortium organization(s) proposed for the project and

any other contractual costs proposed for the project.

2. This line item should include both direct and indirect costs for all subaward/consortium organizations. 1.

 

 

NIH policy provides for exclusion of consortium/contractual F&A costs when determining if an applicant is in compliance with a direct cost limitation. However, you must include the full cost of consortium/subawards in this field. See the NIH Grants Policy Statement, Section 2.3.7.1: Applications that Include Consortium/Contractual F&A Costs for policy related to the exclusion of consortium/subaward amounts in determining whether an applicant is in compliance with a direct cost limitation.

If your $300k in total direct costs is spread across 2 budget periods or more, then you do not have to use the R&R detailed budget form.  You can use the modular budget form (you do mention that you budget is modular in the first part of your email).  If you are using the modular budget format, there is a box to the upper right called "Consortium F&A" that you would use to enter your subawardee's indirect costs.

As Diane mentions, you need to add the R&R Subaward Budget Attachments form… then build out the subaward budget in an detailed budget form from there… And worth noting – there is no place in the Grants.gov budget that it is obvious that the subawrd F&A is excluded from evaluation of the direct cost cap because that is an NIH-ism.  But NIH does that calculation automatically when the submission is received from Grants.gov.

Usually when you use the R&R budget and have a subaward, you have to also use the Subaward R&R budget for their portion of the project.

 

I use ASSIST and the system adds a page that calculates the direct cost from both budgets.

I am completing the budget form for an R15 REAP application (modular). We are requesting $300K in direct costs, out which we have a subaward to another institution.

 

I have to complete the R&R Budget V1.4 form due the amount of our request. Where do I enter the subaward’s IDCs so that they do not count against our DC limit? I completed one budget period to include all charges for the entire application as per the instructions. I entered DCs only for our subaward in the “other direct costs” section. I added another line for our sub’s IDC, but I cannot specify that the rate is for our subaward unless I put the information below ours in the “Cognizant Federal Agency” box.
