On the consulting side, for what it's worth, we're aware of some campuses that have decided to go with their full negotiated rate, and others using a reduced rate (such as their off-campus rate), but none that have decided to go with eight percent (with the exception of the budgets for contractors/partners that do not have a negotiated rate). I hope others reply to your message - this is just one of so many nebulous IREPO guidelines - including, for that matter, the treatment of partners as vendors.

We are applying to this and have run into a question about the indirects rate. The guidelines are not specific, yet we know that DoEd usually prescribe 8% unless it’s a proposal to IES. When questioned about this, the DoEd contact for the program said that we could use our negotiated rate, but if DoEd deemed it unacceptable, the rate would be knocked down to 8%.
 
Is any one else out there applying and reading this? If so, are you using the standard DoEd training rate of 8% or your negotiated rate?
