We fall within your guidelines for funding received (~$4M). However, we are a private graduate institution with 2 locations (Missouri and Arizona) and 6 schools. That said, we have the following structure.

Sponsored Programs
Senior Director - 1
Preaward Directors - 2 (1 for each campus)
Preaward Proposal Development Specialists - 4 (2 for each campus)
Quality Assurance Director - 1 (university-wide)
Quality Assurance Associate Director - 1 (university-wide)
Postaward Director - 1 (university-wide)
Postaward Assistant Director - 1 (university-wide)
Grants and Research Administration Director - 1 (university-wide)
Administration Manager - 1 (university-wide)
Postaward Project Managers - 5 (1 permanent positions, 4 grant-funded/dependent)

Advancement is a completely separate department and I'm not sure how they are structured. We do work with them and coordinate our proposals, but they focus only on gifts. I believe there is only one person dedicated to corporate & foundation relations. All foundation work involving grants (and some gifts) falls to sponsored programs. Advancement focuses mainly on alumni and corporate donations.

All of preaward including the quality assurance people and the senior director are also writers. We are heavily involved in all phases of the proposal development including research development. Our institution has made a significant investment in sponsored programs and our department is widely accepted as the go-to source for almost any project involving writing or complex financial issues.
