If you need a computer for the project, you can charge the computer to the project, even if you’re also going to use the computer for other things, like preparing for class or sending people pictures of your new baby.  With the UG, the federal government was recognizing and softening to the fact that people use computers for many different things and it didn’t make sense to have one computer dedicated to the project and a different computer to be used for everything else that life demands.  They are making allowances that while computers are necessary to the conduct of some projects and therefore allocable to the project, they may also sometimes get used for other things, which previously would have been an audit speed trap.

Subject: [RESADM-L] computer purchases on federal awards

 

I would like to ask for other people’s interpretation of the uniformed guidance rules regarding computer purchases where it says “but not solely dedicated, to the performance of a Federal award”.  I understand the purchase has to prove allocable, allowable and documented that it is needed as a direct expense for the project but the statement of not solely dedicated, to the performance of a federal award, throws me.
