Hello all,

First, let me note that I'm responding from my prior institution's email. I will update that asap, apologies.

I listened to the webinar a couple of weeks back as well and sent the question below to the ED email in the webinar.  I've included their response below. It's not very helpful. Maybe others have been more successful.

ED Response:

For the time being, please use the same formatting used for other CARES Act funding until more instructions are provided.

My email:
Hello,

I participated in the webinar on Tuesday and thank you all for the extensive amount of work you’re doing to help our students, especially with the limited resources you have.  During the call, an institutional representative (around the 22 minute mark) asked about the reporting requirements for the MSI funding.  The Ed representative responded that MSI reporting follows the student portion reporting (30 days from award, 7 point report format) but this conflicts with the certificate agreement and also is not evident anywhere on the CARES Ed website.  The portions from the certificates for the institutional and MSI funds are pasted below.  Can you provide the reporting dates/timing for the institutional and MSI funds as well as the report format? I want to ensure we provide timely reports.

Best,
Rasha

Reply-To: Research Administration Discussion List <xxxxxx@LISTS.HEALTHRESEARCH.ORG>

Per the guidance below, the first report for quarter ending June 30, is due by July 10.

We have seen no real guidance on format, but we plan to report to comply with this section from the agreement on July 10 unless we receive further guidance.

(e) Recipient will comply with all reporting requirements including those in Section15011(b)(2) of Division B of the CARES Act and submit required quarterly reports to the Secretary, at such time and in such manner and containing such information as the Secretary may reasonably require (See also 2 CFR 200.327-200.329). The Secretary may require additional reporting in the future, including but not limited to reporting on the use of the funds for Recipient’s Institutional Costs, demonstrating such use was in accordance with Section 18004(c), accounting for the amount of reimbursements to the Recipient for costs related to refunds made to students for housing, food, or other services that Recipient could no longer provide, and describing any internal controls Recipient has in place to ensure that funds were used for allowable purposes and in accordance with cash management principles.

And Section15011(b)(2) of Division B of the CARES Act:

(2) Not later than 10 days after the end of each calendar quarter, each covered recipient shall submit to the agency and the Committee a report that contains—

(A) the total amount of large covered funds received from the agency;

(B) the amount of large covered funds received that were expended or obligated for each project or activity;

(C) a detailed list of all projects or activities for which large covered funds were expended or obligated, including—

(i) the name of the project or activity;

(ii) a description of the project or activity; and

(iii) the estimated number of jobs created or retained by the project or activity, where applicable; and

(D) detailed information on any level of subcontracts or subgrants awarded by the covered recipient or its subcontractors or subgrantees, to include the data elements required to comply with the Federal Funding Accountability and Transparency Act of 2006 (31 U.S.C. 6101 note) allowing aggregate reporting on awards below $50,000 or to individuals, as prescribed by the Director of the Office of Management and Budget.

Good luck!

Hi,

Has anyone determined if there is a Quarterly report due on the 10th for this funding?  If so what format and where to submit?

Thanks,

Susan
