I work on a U54 and our core leaders are at our University, except one which is set up as a subaward to the site where the core leader is employed. I am referring to a “component leader” as the person who is overseeing the execution of the component. If your institution is the core leader, then the person overseeing the core must be an employee at your university. I think the decision whether or not this company will be a subaward or part of your budget will rely on the relationship with the company and how services are rendered and paid for.

 

If I understand your question correctly, and your university will be the core leader with an employee overseeing the functioning, you can list the costs for the consultants or any fees in your budget as long as the services provided are “fee for service”. If the services and fees which are rendered are not considered “fee for service” or if your PI decides that she wants an employee of the company to be the core leader, than yes, you would need to set them up as a subaward and they would need to have a DUNS number, fully broken down budget, Biosketches etc.

Hello, we are a smaller researcher institution and we are applying for one of our first multi-component grants through ASSIST. The NIH U54.  We have no subawards – so there are no other “component leaders” as far as other institutions.

 

One of the optional components is a Shared Resource Core, and our PI would like to include consultants/contractual costs under this core as the services they are providing would span the entirety of the project, but our PI was under the impression that they would be the “core leader”.  I mentioned that our institution would still be the core leader, and the budget expense for that core would be the consultant costs, but if she would like to include the individuals from that particular organization (a  private firm supplying services), she could list them as other personnel.  As a core leader, that private firm would need a DUNS number, would supply a fully broken down budget, their biosketches, etc., if I understand it correctly. 

 

As someone with experience in these applications, is that how you would handle this? You would list them as consultants costs in the budget for that component/core but your organization would be the core leader?
