I do a LOT of cost-share, since we are primarily funded by USDA-NIFA, the WA state department of agriculture, etc. Our rules are: you can’t cost-share federal funds to federal or state applications, but we have used it to leverage applications
to non-governmental entities.
We frequently do the reverse, cost-sharing commodity funding to the federal and state programs because it shows stakeholder support for the projects.
So I spend a fair amount of time “checking the couch cushions for loose change” to meet these obligations. My favorite is of course third party (picking someone else’s pockets), then faculty and staff effort (salary and benefits), and
graduate student tuition waivers (if the Grad School is cooperative).

I am in discussion with some staff around the use of federal funds for cost-share. We are applying for funding that requires cost-share but allows for the cost-share to be federally funded. To quote that Federal Register announcement (highlighting
mine):
Under section 4611(d) of the ESEA, each grant recipient must provide,
from Federal, State, local, or private sources, an amount equal to 10 percent of funds provided under the grant, which may be provided in cash or through in-kind contributions, to carry out activities
supported by the grant.
So I was reviewing the regulations around cost-share and federal funding which is:
200.306(b)(5) Cost sharing funds “are not paid by the Federal Government under another Federal award, except where the Federal statute authorizing a program specifically provides that Federal
funds made available for such program can be applied to matching or cost sharing requirements of other Federal programs.”
My conclusion in reading both of these is that we can use federal funding to meet our cost-sharing requirements, but only if the federal funds
used for that cost-share allow the use as federal match per federal statute. Is that right? Has anyone come across federal funding where the federal statute allowed for its use as cost-share?
