We submitted the DURIP yesterday and did assume the Bibliography and References are WITHIN the page count.

Is anyone applying to the ONR DURIP (N00014-20-S-F004)?
On p. 14 and 15 of the solicitation, there are two places where it says that the Bibliography and References Cited are included in the page count.
On p. 21, it says it is not included in the page count.
Has anyone spoken to the program about this to get clarification? We have not heard back yet.
