Sarah,

 

You can’t have anything in the margins and any text other than in figures and figure legends has to follow the standard font and size guidelines.  Putting footnotes in the margins or in smaller font would be seen as an attempt to circumvent the page limit, which will get the proposal returned without review.

One of my PIs is submitting to the NSF Ceramics program this week (so we're following the PAPPG 19-1). He had a question about footnotes, which I found no reference to in the PAPPG. Are there any restrictions on these, including font size?
