Our DCAA basically told me the same this morning, suggesting that an internal memorandum, in the absence of something in our travel policy, would be sufficient.  That’s great for our DoD contracts… but I don’t know how other agencies feel. Based on this, though, perhaps that what we should go ahead and do until we’re told otherwise.

Did everyone see the NSF’s coronavirus FAQ released yesterday?  Their answer to this question (and most other questions) was noncommittal:

 

A conference has been canceled, but I have nonrefundable travel and/or hotel costs. Can these be charged to a NSF Conference or Travel grant?

NSF is currently working internally as well as with our federal partners on a number of proposal and award-related issues pertaining to COVID-19. NSF will communicate with the community about these issues and will provide guidance as further information becomes available. In the meantime, please continue to follow all relevant policies and procedures, including those of your organization, and apply those practices consistently.

We had a discussion on another forum yesterday about this. I have reached out to our DOE  officer for guidance (as we have one such situation under a DOE award), and some others have reached out to NSF and NIH. So far, none of us has an answer. Sooooo my stance is on stand by until further guidance is received.
