Finally heard back from the MRI team. Here's their response, for all our benefits:

"An MRI instrument may be placed on 'foreign soil' (e.g., a telescope in Chile), but the primary benefit must be for US researchers. For a US researcher to be listed as a PI to place a piece of equipment at a Canadian biotech company sounds questionable (and highly unusual) as to whom the primary benefit would flow. As the MRI solicitation states, partnerships with companies for development projects are allowed, so long as the academic partner(s) benefits by increasing instrument development capabilities. For an acquisition proposal to be placed at a company, the justification for the US academic benefit would have to be very strong and compelling."

Suggest you contact the NSF Policy Office to clarify.  Beth Strausser (703-292-4574, xxxxxx@nsf.gov), Samantha Hunter (703-292-4575, xxxxxx@nsf.gov) or Jeremy Leffler (703-292-8075, xxxxxx@nsf.gov).  All great folks.  Foreign involvement of U.S. support is often tricky while not impossible.

Hi Folks,

One of my Chemistry professors contacted me this morning regarding an email from Aspect Biosystems in Vancouver. They approached her, a previous NSF MRI grant PI, about collaborating with them for the 2020 competition "to get you access to our technology". It's an enticing offer to her because of what they do, however, it sounds to me like they intend for her to get the grant but for the equipment itself to be installed in their facility.

 

I know that foreign collaborators can be included on this program in a non-funded role, but I cannot find information on whether the equipment could be installed at a foreign collaborator's facility (I can't imagine). Does anyone have documentation, or had a conversation with NSF at some point, that can answer this definitively?

 

Has anyone had experience with this company?
