I've heard from several of our faculty that they no longer use modular budgets because the limits are too low.  In some departments, faculty must justify the use of the modular to the chair before he or she will sign off on that proposal.

I'd love to hear responses to this, I've got a PI here who I feel is hobbling herself because she too is determined to stay within the modular budget limits.
Where is this coming from??

Colleagues,

It’s been a while since I’ve worked on an R01, so I wanted to check in with the Hive.

We typically include grad student tuition in budgets, but our PI is asking for an exception. He is telling me that it will increase the budget to an “unreasonable amount that will negatively impact the review.” Including tuition puts him over the modular limit.

Is there a competitive advantage to staying within the modular limit?
