It probably depends a lot on the sponsor.  I am actually working on this exact scenario with an NIH application to be awarded to a transfer PI.  There is a process at NIH (it’s called a “pre-award transfer”).  I believe that must be an internal NIH process because I couldn’t find anything in writing about it online. 

 

If this is NIH, encourage your PI to contact the Program Officer assigned to his application.  He/she should ask about the status of the application (e.g., likely to be funded?) and explain his/her situation (recently transferred institutions and would like the award made to his new institution).  From my experience the PO then reaches out to the GMS assigned to the application ask asks them to process a “pre-award transfer.”  We will be submitting components of a “transfer” proposal plus typical JIT items as email attachments to the GMS.

 

I’m still in the weeds of this process myself so you now know as much as I do!  There may be more to it, but I hope this little bit helps.

Not sure that would work.  The award is made to the Institution not the PI, so the Institution would have to either relinquish the award or find a PI to take the place of the person who submitted.  To replace the PI they would need to justify why the PI is being replaced and indicate the new PI is capable of completing all the aims/tasks that the award is based on.  If the PI transfer is approved by the agency, then the original institution can keep the award.

I have an investigator who just moved here and has received a good score on a project he submitted when he was with another company.  I can’t seem to find any information on transferring a grant prior to award.   I think we would handle the request for transfer at JIT.  Any thoughts?
