Every NSF solicitation has a section on eligibility information that states whether or not there is a limit on the number of proposals per PI or co-PI. If there isn’t a limit, it looks like this:
An example of one that does limit the number of proposals a PI can submit is this:
On occasion, program officers will advise PIs that they’ve reached the limit from their program and they won’t be able to get any more grants from that particular program, but that doesn’t prevent them from obtaining grants from other divisions
of NSF.

There may be more guidance on this, but Part I of the PAPPG (19-1) states that “program solicitations are issued when…one or more of the following features” is triggered:
This suggests that, otherwise, there is no such limitation. Of course, NSF does have an additional mechanism for ensuring distribution of support across senior researchers: the two-month rule,
which appears in Part II of the PAPPG 19-1:
“As a general policy, NSF limits the salary compensation requested in the proposal budget for senior personnel to no more than two months of their regular salary in any one year. (See
Exhibit II-7 for the definitions of Senior Personnel.) It is the organization's responsibility to define and consistently apply the term "year", and to specify this definition in the
budget justification. This limit includes salary compensation received from all NSF-funded grants.”

Greetings from steamy Illinois,
I seem to be having a hard time finding an answer on this.
I have a PI on a current NSF grant who wants to be a co-PI on a new NSF submission. I told him that unless there is a specific limitation in the announcement, this is allowed. Unfortunately, none of my searches get me to an official response.
Does anyone know where I can find this in writing?
