I’m arguing with a PI that insists they can submit a detailed budget for an R21 instead of using the modular budget as mandated in the general instructions.

Has anyone every submitted a detailed R&R Budget for an R21 whereby they can request the any figures they want without exceeding the $200,000 per year limit?  IE: $135,000 Year 1 and $140,000 year 2?
