Not intending to hijack this thread, but I would be very interested to hear from institutions that do allow adjunct faculty to submit proposals.

We have a large cohort of visiting and adjunct researchers and are looking for ways to encourage them to submit proposals from our institution. 

I’d be very interested to see your policies and procedures if folks are willing to share.

Some institutions will permit an adjunct (or a  non-faculty member) to submit proposals but in the institution’s system, the department chair or the sponsor of the post doc/adjunct will be the PI of institutional record.  Note that some institutions also permit federal employees to have certain rights – in some cases, they’re even permitted to submit proposals and be the PI of record but this status may be dependent not only on your institution’s policies but the policies of the sponsoring agency and the fed employee’s agency as well.  It can become a sticky wicket very quickly so clear policies and approval processes help keep everyone on track and understanding their responsibilities.

We do not recognize Adjunct faculty as employees and therefore they are not eligible to apply for grants from our institution.  We are very clear and strict about this policy.
