In the cover-page section of Fastlane, there is a place to select that this is a single organization collaborative. More or less, this isn’t much different than submitting a non-collaborative proposal. You’ll need to get CNPs, Bios, budgets, and budget justifications from your subs, and will want to briefly explain the benefit of the collaboration within your technical narrative, and you may consider giving subs a PIN in order for them to upload their budgets directly, but other than that it is pretty much the same as a non-collaborative.

How should I set up the proposal in Fastlane, since we do not want to simultaneously submit collaborative proposals?
Reading the PAPPG on Collaborative Proposals it indicates that I can submit a single proposal
A collaborative proposal is one in which investigators from two or more organizations wish to collaborate on a unified research project. Collaborative proposals may be submitted to NSF in one of two methods: as a single proposal, in which a single award is being requested (with subawards administered by the lead organization);
What are the implications for us as Prime and how do I set up the proposal
