This question came up recently at my campus:

* If 50% or more of a project's activities will occur off-campus, then would you apply the off-campus IDC rate to the entire award?

* We would normally rely on the PI to tell us if the project's activities will be 50%+ off-campus. Does anyone else have a different way of determining this?
